As many are Arrested, Tried, Sentenced to prison, solitary Confinement or Death, maybe sent to GITMO, just a suggestion, if there are too many to deliver via military transport, they could enter in groups via Parachute Drop. At least while they are awaiting their ‘Welcome’ to GITMO parade of Locked & Loaded military MP’s, they would have something to brag about, but of course, no one to brag to.
