Can I point out something – confusing me here regarding the Grok and even Pete Hegseth’s remark. (This comes from my first hand experience and personal professional involvement initiating Presidential Activation orders of the (NYAir) National Guard immediately after 9/11 and GWOT back in 2001)
Any Presidential order towards activating state National Guard units are automatically Title 10 activations. Such orders are also generally involuntary – they must report or face being AWOL. This also means they are immediately and automatically under the direct command of the Service (ie regular Army, regular Air Force) and no longer under the command of the state governor.
