The Pentagon has instructed all 50 states and U.S. territories to create Quick Reaction Forces (QRFs), specialized National Guard units trained for civil unrest and crowd control.
• Around 23,000 troops will be organized nationwide, each state contributing about 500.
• Training includes riot tactics, non-lethal weaponry, and crowd management.
• All QRFs must be fully operational by January 1, 2026.
• The order follows Trump’s August 2025 executive order establishing permanent rapid-response forces for domestic stability.
• Some Democrat-led states are already objecting, calling it federal overreach and “militarization of civilian policing.”
