I guess I am reading this differently.
I think Q is saying that Graham is stalling because it’s not time to attack the king yet.
First you have to remove the queen who is protecting him.
I assume Hillary is the queen.
So Graham is stalling because the White Hats want him to stall.
POTUS is just planting the seed that Hussein is dirty at the moment.
