You don’t make a huge production of raiding somebodies house to plant bugs, especially not when your target has Secret Service teams with the best counter-intel equipment (bug sweepers) in existence. Any bugs planted during that raid would be found in about 17 minutes. Zero gain, and further embarrassment.
Sweeping the place after outside persons had unsupervised access is S.O.P.
HUMINT would be the preferred vector for penetration of something like Mar-a-Lago.
