USAID isn’t even an actual Govt agency or department. Its employees are NOT paid within the OPM, the Office of Personnel Management. . I’d personally say it’s a NGO, – the Mother OF all NGOs, carefully crafted to appear as a recognized Governmental entity, except that it’s been completely under the radar, totally unaccountable.
