Breaking it down:
According to Karl Rove, there are five legislative tests of Trump’s ability to improve America’s finances:
1 – DC faces a government shutdown on March 14… IF…
a) Congress does not approve a spending bill for 2025 FY… or…
b) Congress approves funding long enough to continue negotiating.
c) It requires 60 votes in the Senate and a simple majority in the House
2 – Both House and Senate must EACH approve a budget resolution for 2025 FY
a) Once that’s done, it is followed by a CONFERENCE of both chambers to come to an agreement on a FINAL budget resolution. This is passed by simple majorities in both chambers.
3 – After CONFERENCE committee’s budget resolution is passed…
a) House and Senate can take up BUDGET RECONCILIATION.
- This allows each chamber to pass legislation by a majority vote to extend/expand Trump’s 2017 Tax cuts.
4 – Congress MUST raise debt ceiling, currently at $36.1 Trillion
a) Treasury using “extraordinary measures” to avoid breaching that ceiling. But these measures will not prevent exhausting them in late Spring/early Summer, depending on the tax revenues coming in on Tax Day, April 15.
5 – Congress would be working NOW on setting 2026 budget and appropriation levels for 2026 FY. Must be completed by April 15.
