NOTE: Probably not going to happen. Both the House and the Senate are not really recessing.
As of July 25, 2025, it’s uncertain whether the Senate and House will agree to a recess long enough for Trump to make recess appointments. While Republican majorities and Trump’s influence make it possible, especially if Democrats obstruct confirmations, resistance from some GOP senators and the use of pro forma sessions could prevent a formal recess.
Trump’s unprecedented threat to adjourn Congress himself remains a wildcard, but its untested nature and potential for litigation make it a risky move. Based on current sentiment on X and web reports, the Senate may opt for pro forma sessions to balance Trump’s demands with their own prerogatives, reducing the likelihood of a recess unless political pressure intensifies significantly. – GROK

Joe Lange opines…

This was the plan from the beginning.
Recess appointments are temporary and last until the end of the Senate’s next session, or when a nominee is confirmed and permanently appointed, whichever occurs first. The exact duration depends on when the appointment is made.
Trump can instantly install all of his recess appointments and as they are considered temporary, they can do transformation much easier and fire whoever they need to fire and the democrats/courts can’t do anything about it.
“Scaramucci” model.

SCARAMUCCI model?
Public opinion (optics) do not matter.
Temps can be very dangerous to those who are targeted.
Q
These temporary “recess appointments” give Trump a lot more flexibility to transform the Executive Branch.
Thank you for playing.
