Most (credible) people think that Lee Harvey Oswald was being run by U.S. intelligence – probably both CIA and the Office of Naval Intelligence (because the Marines are part of the Navy) as well as being an FBI informer.
Oswald tried to call Raleigh – but that phone call was not allowed to go through!! Meaning the authorities did not want Oswald to contact his intelligence handler through a cut-out.

Lee Harvey Oswald was NOT allowed by the authorities to call John Hurt of Raleigh, NC- That is because it had something to do with Oswald’s counterintelligence work with the U.S. government.
