If a false accusation is made about a candidate its because there is a campaign therefore trying quiet the accusation to prevent irreparable harm to the campaign via a hush payment is a legitimate campaign expense. Most campaign expenses are made to project and control a public perception of the candidate. Hush money is about controlling that perception. Even a true accusation of this sort would not involve money paid to cover up a crime. There was no crime either way.

    Note that Stormy Daniel’s has recanted saying there was no affair.
